Tel Aviv, 2019 — the loudest incident in the contest's history. During the live broadcast of the first semi-final, hackers breached the webcast of Israeli broadcaster KAN and replaced the stream, for several minutes, with a fake missile-attack warning.

Vienna, 2026. Austrian police reported 500 attempted cyberattacks aimed at disrupting both the Eurovision website and the venue's access control systems.

Interesting Government Tech Built for Past Eurovisions

We went looking for genuinely interesting builds tied to Eurovision preparation over the last 15 years. Here's what stood out.

Tel Aviv 2019 — "דיגיתל שלי" "My Digi-Tel." One of the more instructive cases. Instead of building something new, Tel Aviv scaled up its existing municipal app for Eurovision, expanding its functionality for the event. That choice meant no new trust or distribution infrastructure had to be built from scratch — and it also meant the app kept living well past the closing ceremony.

Liverpool 2023 — the VisitLiverpool app. Built specifically to boost tourist engagement before and during Eurovision, VisitLiverpool launched in April 2023, about two weeks before the contest. After the event, it was rebranded and repurposed as a general tourism companion for the city.

Tampere, Finland, 2026 — VIP Tampere. Not a host city itself — Tampere hosts Finland's national selection (UMK) — but a genuinely interesting case. The city partnered with Microsoft to build a "City Venue Assistant": an AI assistant running on digital twins and Copilot, giving visitors real-time, geolocation-based recommendations — where to eat, when to head to the venue, current crowd levels — through voice or text. This is a real product born out of a public–private co-creation partnership, not a repackaged legacy system. It's currently in closed testing with a limited group of volunteers; the assistant was presented in late 2025.

Every year, Eurovision raises the bar a little higher for what host governments are expected to build for international visitors. Which means Burgas is walking into a genuinely hard problem.

What Burgas Should Actually Build

The core principle: integrate what exists, don't build from zero.

With this short runway, attempting something like Tampere's AI assistant from scratch would be unrealistic and risky. The real job is pulling together everything that already exists into one operational picture for the duration of the event.

  1. A single Event Operations Center. The single most realistic and highest-value investment here. Not a new system — an overlay. A temporary digital command center that, for the duration of the contest, pulls police, emergency services, medical, transport, and the existing SmartBurgas platform onto one screen. The absence of this kind of integration is the real risk for Burgas — not a lack of individual systems.
  2. A temporary "Eurovision layer" on top of SmartBurgas. Rather than a standalone tourist app — which, as Liverpool's case shows, tends to die within a year — extend the existing SmartBurgas platform with temporary modules: an events map, real-time crowd/venue-load status, and an expanded version of its existing multilingual chatbot, Smarty, covering English and a few of the participating countries' languages. The advantage: no need to build trust and distribution from scratch — the platform is already known to residents and already has a technical foundation.
  3. Digital accreditation and access control as its own priority. Given Vienna 2026's specific target — the venue's access control system — this is a critical node, not a secondary one. It deserves its own isolated system for accrediting 1,500+ journalists and delegations, with its own backup channel, decoupled from the wider city network so a failure in one system doesn't take down the other. This is a textbook use case for dedicated system integration services for government agencies, rather than something bolted on as a side task by whichever team happens to be free.
  4. Real-time medical coordination. The least visible priority, and arguably the most important. Not a new system — a digital data-exchange protocol between regional hospitals (Burgas, Pomorie, Sozopol, Sunny Beach) for a mass-casualty or mass-patient scenario, layered with a multilingual interface for foreign visitors on top of the existing ambulance dispatch system.
  5. Transport coordination — the tightest bottleneck. Burgas is a compact coastal city, and transport load will be the sharpest pain point (the deputy mayor has already flagged this in discussions with the Ministry of Education). The fix isn't another app — it's a temporary API integration feeding public transport schedules, charter buses, and Bulgaria Air flights into the maps tools tourists already use, like Google Maps or Citymapper.

Why the Right Partner Matters More Than the Plan

Delivering on all of this takes reliable, experienced partners — not vendors who simply say "we can build that," but teams with a genuine multi-year track record across scaling, integration, rebuilding, support, and development at any scale and complexity, from a cold start. The contractor's team needs people who go beyond classic development skills — hands-on experience deploying AI agents, and real discipline around code quality, matters here.

Government Isn't the Only Host

And it's worth remembering: the government sector isn't the only host. The private sector — hotels, restaurants, cafes, entertainment venues — will be just as active in rolling out its own innovations for the guests arriving in Burgas.
